The text of the following statement was released by the governments of the United States of America and Switzerland at a meeting on October 19 at the Swiss Embassy in Washington, D.C.

- Recognizing that science, technology and innovation enable transformative capabilities across multiple domains, including energy, health, communications and transportation, and that this advancement is underpinned by the global research enterprise and its continuous creation of new knowledge, understanding and insights;
- Appreciate that quantum information science and technology (QIST) has revolutionized our understanding of fundamental phenomena and the development of powerful computers, secure and fast communications, and sensors with unprecedented precision, accuracy and pattern;
- understand that the emergence of this powerful technique depends on intensive efforts to expand theoretical and practical understanding of QIST and to develop new tools for characterization, verification, and validation purposes; and
- Acknowledging that international partnerships are the key to combining the expertise, ingenuity, creativity and further insight of our countries’ innovation ecosystems to expand our fundamental understanding of QIST to accelerate the realization of innovative technologies for the benefit of humanity,
The participants intend to pursue cooperation and mutual respect with the spirit of science, technology and innovation, promote quantum science and technology research in the fields of quantum computing, quantum networks and quantum sensing, and support the development of quantum science. society and economy. Participants intend to advance this agenda by:
- Carry out honest cooperation based on shared principles of openness, transparency, honesty, fairness, fair competition, freedom of investigation, and democratic values to further promote intellectual property protection and enforcement, as well as research rigor and integrity.
- Committed to creating inclusive scientific research communities that address cross-cutting issues of mutual concern, such as equity, diversity, inclusion, and accessibility, so that everyone can fully participate and have an equal opportunity to succeed.
- Utilize bilateral scientific and technological cooperation mechanisms and multilateral cooperation frameworks, explore new implementation approaches as appropriate, and promote QIST collaborative R&D work.
- Promote pathways that encourage a broad and inclusive quantum ecosystem and research environment, promote multidisciplinary research, and share research methods, infrastructure and data on voluntary, mutually agreed terms in accordance with their respective national laws.
- Build a trusted marketplace for QIST R&D by engaging stakeholders including industry coalitions, research leaders, policy makers and business security stakeholders to develop the future QIST market based on shared engagement principles supply chains and support economic growth opportunities.
- Support the education and development of the next generation of scientists and engineers needed to expand the field, which may include opportunities for people-to-people exchanges.
- Utilize regular multilateral opportunities to discuss QIST matters of international importance and respective policy issues.
- Create potential economic and social value for both countries through innovative cooperation based on scientific excellence and common interests.
- Explore other potential activities as determined by participating countries.
We confirm our mutual understanding that the collaboration informed and facilitated by this statement is pursuant to the agreement signed between the Government of the United States of America and the Swiss Federal Council for Scientific and Technological Cooperation in Washington on April 1, 2009, and that the terms of this collaboration are based on the Scientific and Technological Agreement and The relevant agreement shall prevail. Participants understand that the initiatives under this Statement may be developed and implemented by various self-governing bodies and agencies in the United States of America and Switzerland for the purposes of this Statement.
Participants intend to focus on the QIST collaborations outlined here to advance their shared vision of a vibrant and trustworthy quantum ecosystem.
